Digital Wyoming Life Services AgreementOne Life ID. One wallet that holds FRNT. One place for your identity, business, assets and banking. Built on Wyoming law, owned by you, open to any certified provider, and free for the state to adopt.
Plus the special purpose depository institution charter.
First in the nation, built on your principal authority. DAO LLCs the same year.
The Wyoming Stable Token Commission is created.
The state issued a dollar-backed token. This is where residents and businesses hold it, spend it and bank with it.

A grant is a scoped key made for one person and one door. Revoke it in one tap; your own key never changes.
The ledger lives on your device. Readers keep no record of who opened the door.
Demo records are sample data.
Every service runs on one rule: you hold the keys, agencies keep their records, and a verifier learns only the answer to the question it asked.
Works now under existing Wyoming law.
A Life ID with selective disclosure. Prove residency, age or a license with a tap. Keys you generate, pre-rotated, with guardian recovery you choose.

Price to come
You pay only for what you use. Wyoming earns half of every fee. Your data is never sold.
Existing state fees pass through unchanged. Printed copies, plates and tags at cost, only when you ask.
FRNT moves between Wyoming Life members at no cost. A small fee applies only when dollars come in or go out, at a licensed partner.
Pay a person, pay a business, receive energy income, settle property notes and service fees.
Network fees on member transfers are covered by your provider. FRNT reserves verified on chain. Wyoming Life never holds, converts or sends your funds; you and your licensed partner do.
Three promises that do not change, whoever the provider is.
No company and no agency holds your private key or a recovery path that works without you. A stolen key is not a stolen identity.
See how keys workVerifications do not notify the issuer and do not log where you used your credential. Nothing is sold. There is no state biometric database.
Voluntary always. Every service that accepts a Life credential keeps a non-digital way in. A Right to Non-Digital Life is written into the proposed Act.
Your Life ID rests on keys that prove a record is yours. Four questions every resident asks: where keys come from, what happens when one is stolen, what happens when a phone is lost, and how Digital Intelligence can help without learning who you are.
One secret on your device produces a separate key for every place you use it. Nobody can connect them.
Retire a key and name its successor without changing who you are.
A lost phone is an inconvenience, not the loss of your Life ID or your history.
Your own Digital Intelligence uses a large model without handing it who you are.
Derivation runs one direction. Each party holds a different key, so two of them comparing notes learn nothing. You never type a key.
A verifier replays the log and accepts a signature only from the key in force when it was made. Old transcripts keep verifying.
Any 3 of the 5 witnesses is enough. None of them can read your record or issue a key. Only your root can.
Your Digital Intelligence runs on your device and decides how little to ask. The model gets one scoped grant under a key made for this request and never used again.
Rotation turns a theft into a dated line in your history.
A transcript signed years ago still verifies after many rotations. No re-issuance, no fees.
An agency or bank can issue and witness. It cannot rotate your keys or sign for you, and neither can any provider.
Every request rides a new key, so two requests share nothing a model could connect.
Open source, open standard, many providers. ClearSoftware, a Wyoming company, is the founding contributor and the first certified Wyoming service provider.
The Digital Wyoming Life Services Agreement is the only document the state needs to start. Twelve months, no exclusivity, no setup fee, 30-day exit, no obligation to buy anything later. Wyoming earns half of every Wyoming Life fee.
One FRNT payment flow in which every payment reaches a holder who proves who they are with a Life ID. The Commission stores no personal data and changes nothing on-chain.
Digital World Chain is not yet on the Commission's list of supported networks. FRNT moves between networks through Chainlink CCIP; a CCIP connection and a Commission review will be requested after the independent audit. Wyoming institutions are invited to host nodes.
Starting the pilot opens a Life App scan. No email, no forms.

Digital Wyoming Life Services AgreementWyoming signs as founding Jurisdiction Member. No dues, a permanent Council seat if signed inside the Founding Window, royalty-free use of the standard and the Wyoming Life name.
Digital World Coalition AgreementTreat digital identity, payment and record infrastructure like roads and water: open to all, owned by no single vendor. An interim study or a 2027 bill.
Digital Wyoming Infrastructure ActWyoming banks, the University of Wyoming and other Wyoming institutions are invited to run witness and validator nodes, so the network Wyoming reviews is one Wyoming helps operate.
Digital Wyoming Life ProposalSign the Services Agreement and the Coalition Agreement by December 31, 2026 and Wyoming becomes the Founding Jurisdiction. It is not exclusive: other providers still certify and other states still join, just not as founder.
Wyoming is the cornerstone. Colorado Life, Dakota Life, Idaho Life and Utah Life come next. Each state runs the same open system under its own name, with its own laws and its own providers, joined through the Digital World Coalition.
The full package for reviewers: the agreements, the Act, the proposal with both competitive reviews, the business plan and the presentation. Documents open with your Life ID. Scan with the Life App to view.
One offering, three ways in. Residents create a free Life ID on their own phone, and Business Launch, the vault and banking onboarding follow from it. Wyoming institutions host nodes and verify customers. The State starts with a no-cost pilot and earns half of every fee.
